The volunteer department may adopt such constitution, by-laws and rules, not inconsistent
with this Code, the rules of the city council and state law, as the members deem advisable,
but such constitution, by-laws, and rules or changes in such constitution, by-laws
and rules must be approved by the council before being effective.
