§ 2-1. Charter.

  • (a)

    Title. This chapter may be cited as the charter of the city.

    (b)

    Form of government. The form of government of the city is the mayor-council form of government.

    (c)

    Powers and duties. The council and the mayor and other city officers have such powers and perform such duties as are authorized or required by state law and by the ordinances, resolutions, and rules of the city.

    (d)

    Number and term of council. The council consists of five councilmembers elected at-large for overlapping terms of four years.

    (e)

    Term of mayor. The mayor is elected for a term of four years beginning with the election in 1983.

    (f)

    Copies on file. The clerk shall keep an official copy of the charter on file with the official records of the clerk and the Secretary of State, and shall keep copies of the charter available at the clerk's office for public inspection.
