§ 28-306. Special fees.

  • Where, in the judgment of the superintendent and the council, special conditions exist to the extent that the application of the sewer service fee provided in section 28-305 would be inequitable or unfair to either the city or the customer, a special fee shall be proposed by the superintendent and submitted to the council for approval. In addition, the following fees shall apply:

    (1)

    For those customers who contribute wastewater, stronger than normal domestic sewage, a surcharge in addition to the user charge will be collected. The surcharge for operation and maintenance including replacement is:

    a.

    $0.0259 per pound BOD;

    b.

    $0.110 per pound SS;

    (2)

    Any customer who discharges any toxic pollutants which cause an increase in the cost of managing the effluent or the sludge from the city 's treatment works, or any customer who discharges any substance which singly or by interaction with other substances causes identifiable increases in the cost of operation, maintenance, or replacement of the treatment works, shall pay for such increased costs. The charge to each customer shall be as determined by the superintendent and approved by the council.
