§ 28-21. Additional charges.

An additional charge shall be added to all accounts due and owing but unpaid after the 15th of each month. This additional charge shall be equal in amount to 1.5 percent of the charge for electric service or portion thereof due and owing but unpaid after the 15th day of the month.
