The city is authorized to combine into one statement of charges fees for all city
utility services, including, but not limited to, electric, water, sewer, and solid
waste collection, and any other city fee, charge or amount owing to the city for each
customer or person who receives city services or owes money to the city. In addition
to the provisions of this article the council may by resolution establish rules governing
this combined billing.
