No person shall park, abandon or leave unattended any vehicle containing or used for
the transport of any explosive, flammable or hazardous substance in any area zoned
as R-1 Residence District, R-2 Multiple Residence District, or R-M/d Planned Mobile
Home District. The term "hazardous substance" means any substance or combination of
substances that present a danger to public health or safety and includes, but is not
limited to, any substance that is toxic, corrosive, or flammable, or that is an irritant
or that generates pressure through decomposition, heat, or other means and may include
any substance designated as hazardous by the United States Environmental Protection
Agency or United States Department of Transportation.
